how to implement animated 3d fashion models

I want to design a website which will allow buyers to check the fittings of clothing on animated models before they buy. Example of what I want to implement can be seen at this site

I'm not sure which technology I should use in order to build good models in 3D and how I allow those models to be dressed? I want to use the technology which will work for iOS, Android and Windows platforms.

Any pointers or working demos will be of great help.
