How can files in a web folder be protected without authentication?

I've seen that many files in web folder are "protected" with a hash appended to the end of the filename. I guess that this is to protect them to be scanned/crawled or something else by tools before they should be public. I'd like to know if there are any tools for automating this process or do i have to it manually?
