HTML and CSS for Background image/shape over multiple rows with own background image

I need to make three rows with two columns each. Each column contains contents or web forms with hyperlinks and buttons. Each row has own background image. Across the three rows, I need to have a large image overlay.

What is the best way to achieve this? Please advise!
