How to build a website which has only one functionality to redirect?

I am going to build a website which has only one functionality to redirect.

For this, I had setup a new sub domain like sub.example.com.

A link to this domain will have also a link attached after the domain like sub.example.com/https://.../....

Then the domain will identify the attached url and redirect to another url.

In this case, what framework should I use?

As you know, there are many PHP frameworks like CodeIgnitor, Laravel, CakePHP, and other programming languages.

I want to know what framework is the best for a website which has one functionality to redirect.
