How can I make webbuilder application?

I'm asking how can I make (exe) application to make website like wyswiygwebbuilder

I know Python, C# and Some C++. I asked the owner he said he made it on C++/Visual Studio How can I make something like that. what i need to learn and which frameworks because I have no idea about it
