Iptable rules to block internet acces

1. useful iptables command to start and stop web access
2. what happened when i use this command

iptables -D INPUT -m state --state RELATED,ESTABLISHED

3. what you mean by RELATED,ESTABLISHED in iptables

i have no idea about ip tables please help me to solve this
