What is the best software to resize multiple image files to custom width and height?

I am looking for a software to resize a folder/directory of images then resize all of them to a specific size (width and height). Please let me know if you know the best software that is fast and good quality. Note THOSE images are for the website so quality and size must be in the best quality.
