Best way to cross platform ios, android and web app that share same database

Hi I couldn't find any solution on which way to go. So my question is what is the best way to develop a web app(html,css,javascript and php) with android app(Java) and ios app(Swift) that share the same database and can communicate with each other like sending text messages and other stuff. I will start a new project where i want cross platform with the best database I dont care about the cost I only care about performance.
