How do I Push website shortcut on shelf to managed GAFE Chromebooks?

I am in the process of creating a school wide bathroom sign out in our Middle School. I have created a Google Form that students will access on their Chromebooks and sign out using their google credentials. This way students do not need to sign a piece of paper and all teachers have access to the log.

My goal is to make it as simple as possible for the students. The easiest way would be to pin the hyperlink as a shortcut to the shelf of their Chromebooks. As an individual user you are able to do this. However, am I able to push this feature out to all managed devices in the GAFE admin console?

After some digging I found links suggesting to make a Google web store app that simply opens the web page as it's function, but I attempted the steps and the web store will not accept my zip file.

So, is there a simple way to push out my website link onto the shelf on the Chromebooks, or is there a simple way to create an app that I can push out that opens the form's website?
