beginner/ host my webapp on my Vultr VPS

I'm a beginner in web development, and I'm trying to do something that looks quite simple on the paper, but I can't find any pieces of information on how to do it.

Basically, I want to host an HTML file on my Vultr VPS, and be able to access it from anywhere, at any time, via its URL (like X.X.X.X/myhtml.html).

Is it possible? If yes, how?
