Is there any other option to build small Python WEB projects beside CGI covered by 100% hostings?

Ok, so almost in every thread regarding simple Python WEB development there are at least one comment about how CGI is obsolete in 2017 and suggestion to use framework instead.

BUT! CGI is the only technology I know supported by ALL hostings from scratch without VirtualEnv or running framework from CGI-BIN (surprise). So, is there any other option to build small Python WEB projects beside CGI covered by 100% hostings instantly?
