Api or database to populate searched data

Hi everyone, Sorry if I'm asking this question in the wrong place. I want to build a website which will be a info and review site for perfumes. I want users to type the name of the perfume to search then populated the related data e.g, image, description, notes and reviews etc. I know one way could be to use a third party api to accomplish this task. I tried searching for an api but no luck for desired. Just want to know whether should I go for database or an api? And as I am a beginner to intermediate javascript I dont know much about creating api or database. If I hire someone to do it for me how much it would cost and how long it could take? Or if anyone here suggest a better and quicker solution I'll be grateful.
