How do you keep up with HTML websites you hand create after you send it to the server of the hosting companies?

After you launch a website, like a blog, that you hand coded with HTML CSS Etc... How do you keep up with the blog? Do you take the HTML file off the server temporarily and edit it and put it back on the server or do you create a new one? I am very curious seeing I am developing my first website...
