WIKI with ability to email new article in?

My internal IT department wants to have a WIKI like system, but with 2 special features that I don't know if exists in existing systems:

• Each "article" gets it's own searchable ID number, so that it's easy to say "look up #####".
• The ability to write an email to the WIKI system to add new information.

Is this something that's possible in existing open source WIKI systems? is it even feasible to do?
