Application Developent Suggestions [on hold]

I am a junior Java web developer at a software company.I am starting development of a Story(Novel,literature,tales etc) reading web/android applications and I need your suggestions on this.Basically,the application will store stories(whether in the form of chapters,Seasons,Episode,Scenes etc).Now this stories will be access by an android app,which will then allow it users read interesting stories from their android devices.

Now i need suggestions around:

1. What Db to use,NoSql or mysql and also what needs to be save.
2. What architecture ?
3. Suitable Language.Thinking of Java or Php.
4. Feature suggestions will be much appreciated.
5. Any security precautions ?
