What are the best software, desktop or cloud based for easy design a website?

I am looking for a software that can build website design fast and easy, I am not looking for prototyping tools like Axure, uxpin or balsamiq mockups whenever I search google for website build tools it suggests me tools that are prototyping tools at the end not what I am really looking for. I am not CSS/HTML front-end developer I don't like dealing with Css/HTML neither I want complex tools like Photoshop I need something primitive with drag and drop things.
