why sir Tim Berners-Lee use web server?

I want to know why Tim Berners-Lee used a web server? I mean when he worked at CERN he wanted to send HTML files to another person and because of that, I think he could do this by sending it over the internet and don't use a server. ( I mean like ARPANET )
