What programming Languages used to create CMS?

I am trying to create a Custom CMS System which provide the user to create pages , delete or add something from the pages etc. (something like wordpress).

but what i want to know what tools to use to be able to create CMS using these languages :

1- PHP

2- Java

3- ASP.NET

4- Python

5- Javascript

what tools do i need on these programming languages to be able to create CMS System , and which is better in your opinion ?
