Eclipse dynamic web project - no servers are available

Eclipse 2020-03.

This is an intermittent error. I have even tried deleting and reinstalling eclipse. I follow the steps to create dynamic web project.

Project name <> Target runtime Apache tomcat 9.0

New runtime environment

Apache tomcat 9 Next Name: Tomcat installation directory : choose that Then finish .

But there is no server created in the server's tab.

Also although I choose new workspace and new project And do fresh install of eclipse how come in the first box Where I choose project name then select target runtime from drop down list There is a list from previous installations.
