What Web programming language that I can use to show Heads-up Display (HUD)?

I have a project that need to display GUI about communication system like a base radio station talking to a portable radio station.

So far standard web widget can't represent the 2 communication equipments I mention. Aside from this equipment icon, there will be a signal wave showing up when the radio is active with a user photo on top.

Upon web research, HUD design can be a good GUI. But not sure how to implement HUD with web programming language like AngularJS for example.

Any direction will be helpful.
