How can I make an Upwork account in the same name and ID which is banned for sharing contact info on a portfolio?

If anyone done a mistake while uploading portfolio in upwork by sharing his/ her personal info which vilolates the upwork rules and regulation. Upwork bans his/ her from the community, is that person is able to create a new upwork account by giving his/ her info by using new email id? Please help....
