create a text-based simulation game on blank website

I want to build a website from scratch that has a terminal-like text window in which you enter commands that create/control a simulated city. My question is, what languages would I need to build the website/terminal, and could I use python to run the simulation?

I am completely new to web development, but I have had this idea for a while and finally decided to kick start it.
