Is htiwebcounter safe, does it track even if we remove the code from HTML file?

For a website I designed, I want to add a counter, to check; (i) the number of all hits, (ii) the number of unique visitors. This is just for a static of the usage of the website, that is all. However, I have concern about the Privacy Policy. I want to use hitwebcounter, because I found out that hitwebcounter (http://www.hitwebcounter.com/) is free. I checked on scamadviser (https://www.scamadviser.com/is-hitwebcounter.com-safe.html). It looks like it is safe. However, even if my website is not commercial, I am not sure if the hitwebcounter will use the IP address of the visitors properly, because of Privacy Policy and GDPR(https://gdpr-info.eu/).

Is there anyone with exprience with hitcounter? Or any suggestion how to use hitwebcounter to keep the right of the visitors (Privacy Policy). thanks, ilyas.
