Is recommended to build complex apps on MS Sharepoint with Access interface?

As asked in the tittle, I have to build an app that keeps track of the vehicles that you come in and out to the company i work for.

In search of technologies available the company use MS Sharepoint with all the services. In my experience I've been working with web technologies (HTML, CSS, JS, PHP, SQL) and I know I could build it and make it work perfectly.

My question is pointed to know which method is more recommended to use in this case.

There is already an app that was build on MS Sharepoint but it's very slow, it uses an "DB" on Excell that manages 20K records and I think it's reaching a limit on his use. The maintenance is very complex and debugging is very hard without an IDE prepared for that use (I'm not free to use the programs that I want)

So what do you reccomend for this app?
