What do I need to learn to make a web application for drawing or creating art

I have a good Java skills and I know the basics of HTML and CSS, but I haven't used Java for web applications yet. I have two cool ideas for a drawing and an (art-creating) web applications. What I imagine is a layout similar to these websites: https://sketch.io https://wordart.com and I want to be able to export in SVG or vector-based graphics.

What do I need to learn to create such websites? can I use Java for that? (I don't want users to install any plugins to their browser)
