Best backend framework CMS and workflow management system?

I am the founder of a student organization which dedicates to translating first and second-hand historical sources. I would like to develop a organizational homepage which also serves as a content publishing site for our translated materials. In addition, I would like to develop a simple web-based workflow management system for the translation workflow. The system should entail work assignment and transfer of documents and etc. Is there a preferred web development framework that serves both purposes? I do know that for CMS I could use Wordpress and other similar framework. But to reduce the number of new frameworks I need to learn, is there a good framework that suits both purposes? If not, what about just the workflow management system? Is there a good framework for that? I am fairly new to web development and I have been looking at pros and cons of different framework but couldn't get a clue of what suits my purpose better. Hope I can get some expert opinions.
