When i go to a site i want ISP to think i'm visiting another specific site

I'm currently staying at a university dorm and our internet connection has quota which ends after 16 GB.

But there is some websites which is allowed by our dorm and they dont need any authorization to enter which means that it won't use our quota.

So my main goal is to enter websites showing ISP that I'm entering that specific website which doesn't use my quota.

For example I will enter website A which requires my quota but it will somehow show ISP that I'm currenty entering website B which doesn't require quota

I really don't have any idea to
