What softwares should i use for creating a website that automatically updates itself based on a database?

My in the web is PHLA7. I have been collecting a ton of resources from various areas, like engineering, math, physics, chemistry, computing, music, etc... And now i want to organize them by folders and categories and release a website with all of those links and docs. But i don't know what software should i use. of course i will have to use html but i don't know what reverse proxy should i use or what database software and even how to dynamically fetch data from the DB to the website..

My preferences are: preferably FOSS or at least OSS software; OS agnostic(doesn't matter if it is Linux or Windows); and if possible no JavaScript.

I will be hosting it locally, probably trough containers, and i have my own domain.
