How to create a portable carousel of links?

I am trying to create a portable carousel of links that can be embedded anywhere.

I want to create a link with that carousel of links. So, it can be posted anywhere. But I am doubting the ability to post it on any site. Can I post such a link on Twitter for example? so that Twitter users can see my carousel of links?

A youtube video posted anywhere can be paused and fast forwarded. Is it because the platform owners allowed youtube embeddings on their platform?
