how can I create a website complete with web server on CD

I would like to create a website and distribute it on CD attached to a book. I would like it to be possible to integrate a ready-to-use web server into the CD, making it as simple as possible (immediate) for the user to use the site. The site is essential for carrying out the exercises contained in the book. I need a web server, even a very simple one, listening on a port. I wish the reader could just copy a directory to his PC, launch the web server with a double click on a file, open a browser and navigate the site. Obviously for local use only. How can I do? Suggestions? Thank you all.
