Confused between what PHP PDO does and what a RESTAPI does

So I'm learning web development. I was trying to learn how data goes from a database to being displayed on a website. I found out that we can make queries using PDO but then I got confused as to what exactly the PDO does and what exactly the RESTAPI does because to me both seem to be getting data from a server.
