Unable to format IMDB's url for web scraping purposes

Kindly help me in formatting the 'release_date' parameter in the below url.

https://www.imdb.com/search/title?release_date=2017-01-01,2017-12-31&sort=num_votes,desc&start=1

This url returns a list of movies(page 1) for the year 2017. I am trying to loop the release_date parameter. For ex - for the year 2016, release_date = 2016-01-01,2016-12-31

I want to create a list for years 2000-2017.Kindly help.
