How to manage and post content for a web and mobile application?

I am creating a job listing web and mobile application. I want to know how can I post and manage real job postings on my application? For example I want to list a new job post on the website. Is there a tool or easy way I can do this without going into my code or database to manually add a job post? How do other applications handle this? Eventually a non technically person will enter this information to then be displayed and viewed in the application.
