What should i import CSS?

I am making some sections in PHP. For example navbar and head. I did PHP file for this and I imported all necessary pages with PHP. But in head section CSS files doesn't work for all pages because of CSS file locations.

For web development what should I for CSS import? Should I import on a web or on local file?
