What is the best local delivery system for my needs

Is there any ready mobile/web based system for my needs.

We receives many packages to be delivered locally. any one of our employees can apply to deliver any request to the customer.

the idea is very simple and it can be managed even by excel sheet, but I need a professional system that can offer & cover the following functions

• Administrator Creates Package to be delivered including customer GPS Location
• Employee can list all delivery destinations (Preferably using in google map)
• Employee can apply to deliver any request.
• Administrator will receive the delivery requests and he/she can accept or reject them.
• Employee will update the delivery status.
