What does ‘resource’ mean in RESTful APIs?

In a Web API application which fully implements RESTful API rules, suppose there are DTOs and entities, when getting resources, entities will be mapped to target DTOs which finally returns to the client. In such a way, which one does ‘resource’ refer to? Entity or DTO, or both? And any explanation? Thanks.
