Using and extracting datas from a Excel DB with HTML

I am new with Web designing but I am currently working on such a project. I would like to know if, given a Excel database, it is possible to use/extract/handle informations from it using HTML. Indeed, I am creating a website who will have to manage existing datas (thus stucked in a Excel database). I've heard of many languages like PHP or the MySQL for Excel extension (which, apparently, can be used to create MySQL table from the Excel datas we select), but once again I do not really know how these languages work so I would also appreciate more explanations about it. I am not sure if I was clear enough but I would gladly provide you with further information if needed. Thank you all
