Python Web Framework To Develop Small Embedable Captcha Application

I need to develop a captcha application (different from the normal captcha) which takes images from a already existing directory as a captcha. And takes input from the user and validates it using a database on the server.
I was wondering what framework(python bases preferably) might I use for the same.Also a rough and brief guide would be appreciated. :D
