Is the OPTA API not available to individuals?

I want to use the OPTA API to create a soccer-related site.

However, I can not find the API on below site... (https://www.optasports.com/sports/football/)

Is the OPTA API not available to individuals?

If I can use it, can I tell where it's available?

And I want to know about the fare that I have to pay.
