free web development stack options

I am looking to create a simple web site that connects to a Database and has some basic tables.

Say Users table and Events tables where many users can take part in many events.

I will create web-pages based on this so events and users are searchable and displayable.

Im just looking to know what options I can use for Web tech stack here? I know briefly of LAMP based stack. I am more looking for free open source options. I have done some web dev in the past so just looking to see what options are out there.
