Do all programmers use the framework and programming language manuals ?

I have seen on google and you tube saying two things that are indirect some sites are saying that it takes 2-4 weeks to make a web design and and some can make a design in less than an hour. I want to know how many developers are working for people with high income salaries of $200k and some of the top developers don't even make that much. I am looking for answers of how to get a position as a top developer to earn money like this. I have seen some say people with non-academic experience what does that mean. I am only asking those who are truly capable of answering. I don't really want to say what I've built I have only been programming for less than 3 weeks and have some Android app that isn't finshed that uses design patterns and am implementing a lazy loader for it at the moment and already have made some login and registration for it and have some other things for it which was my first week basically straying off topic of the question I made a login and sign up/registration with session for logging in and logging out with a strategy pattern for using google logins and Facebook logins and the main login. Even though I made a personal choice not to go with a command pattern. I also made a database for it hashing passwords and usernames and such. Also a loader that loads up bitmaps for a gallery in 3 days pretty much. I tend to get distracted sometimes and get lazy but I made the logic and everything works proper. I took a lot of time in between but I have also made a portfolio website a night ago with bootstrap. Side note also is how can I gather enough skill set to be a top developer. I look up resources all the time from manuals such as PHP manual or looking up stuff to get things done. There is something called why reinvent the wheel also that youtube and google thing where it takes a lot more time for a developer to make a website than just an hour. I only been programming for less than 3 weeks dealing with less than days counting out slacking off. So where do I stand is my input I have no experience..
