How to implement Private API using MS Excel?

I want to know if this API can be implemented in Excel? If yes, than how can I start to implement it? Help me step by step I use MS Office 2016, I am new to use of Private API although I have little understanding how to use Public API using Query Editor.

Any help would be appreciated.
