Web and Serial communication

I'm working in a solution for smart metering. My question is about how to let a web application (using jsp or servlets) sends data through the serial port of the machine where the web server is implemented. The idea is sending a request to the server from an android application then the server will send at least a String to the hardware connected via the serial port of the same machine.

I tried the jSSC Library but it's not working properly in the web universe Thanks a lot
