Can I use special and unicode characters in meta tag?

2. content(" networking " sites" likes ")// " sites" I used double quote
3. content(" the answer .... if it true ") // ....
4. content(" vehicles such as car, bus are used to ") // I used here comma in one sentence because the sentence it self has a comma in it.Because it is a questıon-answer website so I want add sentences including commas.
