what are the parameters that affect Accept HTTP Headers

Http Accept and Accept-Encoding headers are send to the server on client requesting website. What are the parameters that affect Accept and Accept-Encoding headers? Obviously it is the type of browser - Chrome, Safari... and probably also the version of it? What else effects these headers? Mybe the operating system of client?
