How to develop my mobile app?

I would like to create a mobile app on Android and iOS mainly. Possibly on Windows Phone if integration is fast.

I can't know which way is the best to develop it.

This is an application , allowing consulation of his account, with reading in DataBase and some data changes.

This application doesn't use the devices and components of the phone.

There will be an authentication module and this brings security problem.

I know develop in Java, HTML5, CSS3, JavaScript, JQuery.

1. Depending on their advantages and disadvantages , what technology do I have the most interest to use?

Cross - plateform ? Native ? Hybrid ? Web ?

2. And what software (or framework) should I use ?
