How to decide which and how much hosting I need?

I an planning for competitive exam portal where user can log in and attempt practice test, Number of users will be in hundreds to thousands we can not determined exact number of users. I am unable to figure out which hosting will do for me shared, vps or cloud and how much amount of space , bandwidth, data transfer I need? Please help me and give me some advice on this. Thanks
