For a person who is new to web development, what combination of client end and served end languages would you recommend? [on hold]

I have a basic to decent understanding of C/C++, I know they are not related, but aleast it is something. Also with the aforementioned kind of background how long will it take to obtain decent web development skills with a willingness to spend 3/4 hours a day?
