Which language to choose for web UI?

I need to build a web UI based service which will be used by 200-300 people simultaneously. Which language should I choose for development, given I don't have much experience in web development. Web Service also need to interact with database and many java api.

What I found out is Ruby on Rails is good to get started for rapid development. I also need to complete implementation in 2-3 weeks.
