Paid Subscription Site - Web Workload licensing

I'm trying to wrap my head around windows licensing. I've done a lot of researching and I've found that the web workload role under server 2012 permits publicly accessible sites and resources. However, if I create a web based application, that requires login and/or paid subscription access to anyone, does this still apply, or is this not permitted? I'm doing a new web startup, and I have to be sure, before I get in too deep.
